Ramesh to hold direct consultations with citizens, says Dams necessary to counter China

NEW DELHI, Aug 10: Minister of Environment and Forest Jairam Ramesh today expressed his willingness to talk to people opposing large dams in Subansiri, Siang and Dibang basin of Arunachal Pradesh.
He today said this while holding an interactive meeting with organizations from Assam and Arunachal that are raising concerns on large dams in Arunachal.
Delegates from Krishak Mukti Sangram Samiti of Assam with experts from Dibrugarh University, IIT Guwahati and Kalpavriksh, Siang Peoples Forum, Downstream Anti Dam Committee of Lower Dibang Valley and All Idu Mishmi Students Union were the participants in today’s meeting held in the Ministry’ office at New Delhi.
Accordingly, two separate meeting has been fixed for Arunachal and Assam on 10th and 11th Sept to be held at Guwahati and Pasighat respectively. He is scheduled to visit on the day and hold direct talks with the people.
He however said he was reluctant to talk on anti dam agenda. “There can be no negotiating position if the demand is no dam.”
On the recent Indian govt’s stand for dams in Siang basin, he said the country will loose negotiating position to China, if the river water is left remained unused. “If we do nothing in Siang River, then we are going to have serious problems with China.” Responding to Minister’s stand, Chairman of Siang Peoples Forum Ojing Tasing expressed concern over govt’s position of treating hydro projects as fait accompli.

State govt questions move of ECI on refugees, AAPSU reiterates demand
ITANAGAR, Aug 10: Taking serious exception to Monday’s Diyun incident in which Chakma refugees had reportedly attacked the locals, Chief Minister Dorjee Khandu decided to write a letter to the Election Commission of India for conducting electoral revision of the refugees, though the case has been pending in the high court.
In a high level meeting today he called on the Home Minister Tako Dabi to visit Diyun tomorrow to take stock of the situation while instructing to deploy additional forces to maintain peace and tranquility in the area.

At least two busses were damaged and some cars partially damaged in which students and publics were returning after objecting to inclusion of refugees in the electoral roll at Diyun by angry refugees.
NCP unearths results of illegal appointments through RTI

and ways by the Department of Social Welfare and Child Development, as per information
obtained through RTI Act by NCP which was made available to this daily. The Party
while making available the results of illegal appointment said that the appointments
were made on 17th and 24th August 2009. According to State Vice-

of the country, which would be robust enough to eliminate duplicate entries, be easily
verifiable and be authenticated in a cost-
India is world’s second largest democracy which offers largest beneficiary oriented programmes worth Rs. 1,50,000 crore annually to about 150 million families.
Garg said wrong identity have created many a problems as more than 600 million people are still without identity while it poses a unique problem with 714 million voters and 364 political parties.
The identity problems resulted in inefficiency in delivering government services, inability to prove identity prevented the poor from accessing services and subsidies (public as well as private sector agencies require proof of identity before providing services) as the poor need to identify separately to each agency – and need to get a new agency each time they move. These problems led to in leakages, particularly the middle men obtaining multiple identities to siphon off the benefits.
Though financial inclusion is the buzzword for brining the poor under the planning process, only 18% workers in the lowest income quartile in the country have a bank account and less than 35% have any savings and they do not have access to credit.
The UID to address these problems will include demographic details, like name, date of birth, gender and address details (Mandatory) and names of father/husband, wife, introducer and his ID (Conditional) while mobile number and email address (Optional).
The UID will also include capturing of electronic finger prints of all 10 fingers, iris scan of both eyes and digital photograph of the UID holder, Garg informed the committee.

Dear Editor,
It is heartening to see the fight over hydropower project in Siang basin is getting dirtier and uglier. It is also understood that both warring parties are trying their best to implement something they believe is good for our future. One party sees this opportunity to harness power and generate revenue for the state and the other party wants to preserve our fragile ecosystem and traditional identity which might be eroded due this project. Fine! I give 10/10 to both the parties. Both the parties have a point to fight for and die for.
Dr. Verrier Elwin, one of most known anthropologist had once opinioned that tribal should not be pushed into mainstream civilization forcefully or else their identity and the intrinsic values on which they base their identity will get eroded. His approache was never implemented.
Pandit Jawaharlal Nehru’s rapid industrialization and rapid economic progress philosophy was welcome by our leaders during our formative stage of statehood. Crores of moneys had been pumped for development of our state by union government. There has been rapid progress in infrastructural development. Today, we have electricity, schools, colleges, hospitals etc. Name what a civil society should have, it is there.
Our state is the only state in India who has the highest number of employees vis-
The point to understand is that so called industrialized civilization has gifted a vehicle to run but is providing no enough fuel to burn. The burden of fuel for the vehicle is slowly but definitely shifting towards our government. Now we citizens are in a crossroad. Neither we can get down from the gifted vehicle nor can government provide enough fuel for our joy ride. We all know that at this point of time nobody of us can go back to tribal way of life. We all need good job and enough money, good schools and colleges for children, good hospital to care of our health, good road and bridges, 24x7 electricity and water, which the government can only provide. But just as poor parent \can’t provide all things that we desire, our poor government can’t either. Reason is no enough money. Our government even can’t shoulder the burden of paying 10% of state share for SSA mission. See how pathetic the state of affair is.
Now, one more thing to be understood is that the deficit money which the centres give to us is not simply generated by central government. That money is collected through tax. Money is an expression of wealth. How long we shall depend on somebody’s money.
Time has come to shed our dependency. How? Revenue generating model for our state is the only solution. State giving every educated youth a job will never be feasible but providing world class education institute, world class health security, and world class infrastructure might be more feasible.
The answers to all this problem is our river. Harnessing of river is the only solution in my opinion. We can’t be proud of our identity when thousands of youth’s are unemployed, thousand poor families have no access to school and hospital and thousand children have no access to good food.
We have already come a long way and turning back is a suicide. We need to march forward without doubt and without fear.
Either way we die, we may die of dam breaks and earth quakes or from unemployment, poverty, increase in crime rate, moral degeneration. But the deference is first quick death and second slow and senile death.
Die we must one day but before that effort to make our life look better and easier should be the spirit of life.

Dear Editor,
I would like to clarify against the readers forum item published in your daily on 7th of August, 2010 under the caption “Good Faith” by one Anita Gao who defended her husband Otu Gao, SI, APP stating that her husband has been unnecessarily dragged into the controversy. She has also clarified that she let out her house to one Tong Tanga of Hansan village of Chamtai district of Mizoram, which she claimed to be an Indian National and social worker on the recommendation of one Talom Mize, teacher in good faith.
I vehemently criticize such illogical and irresponsible statement made by Ms. Gao and request her to refrain from giving such kind of misleading statement. Rather she should cooperate with the investigating agencies as a law abiding citizen.
Ms. Gao defended Tong Tanga to be Indian National which is totally untrue, baseless, as Tong Tanga has already been detected as Burmese origin by birth although Tanga pretended to be a Indian National. He has been identified by SIB and Pasighat Police as a ring leader of those three arrested Burmese nationals. So he cannot be termed as a social worker rather is an illegal immigrant. Simply blaming the Govt. authority to check or detect such illegal immigrants is unacceptable as her husband is also a Govt. servant.
Otu Gao being a responsible police officer, should have applied his judicious mind. He should have taken their name and proper address at the time of tenancy agreement. Gao allowed the three Burmese Nationals to live in his letting house/rented house basing on the mere recommendation of one Talom Mize, who is not a competent authority.
So I urge the authorities to take immediate and appropriate step against those persons who are abetting illegal immigrants to state. Further, I also appeal to my fellow citizens to keep a strict vigil in regards to the infiltrators in this sensitive state.

Consensus opinion needed
Dear Editor,
I on behalf of the general people of Nakar village under Puyu Panchayat of Mengio circle express our opposition to the proposal for establishment of circle headquarters of Lower Mengio at Yallpu (Silsango).
A circle HQ should be located at a place convenient for the public of Puyu, Pai and Bada panchayat. In my opinion, availability of land for future town planning, raw materials like sand, stones, cane and bamboo nearby areas and presence of a perennial river to feed the settlement area should be the criteria for the establishment of the such HQ. More importantly, public opinion should be sought before a decision is taken for HQ else we will seek different option for the convenient of our own village people. An individual leaders’ decision and influence should not be sole criteria for the selection of a cricle HQ, rather the people’s representatives and intellectuals from each village should be consulted. It has also been found that the issue of establishment for original HQ has been diluted and the location shifted to an unfeasible area.
I, therefore, like to request the Papum Pare district administration and Additional Deputy Commissioner, Sagalee to direct the Mengio EAC to constitute a land selection committee comprising members from every village in the circle to select and repropose an appropriate place for the establishment of the HQ.

I would like to highlight grievances faced by the unemployed youth particularly Computer Engineer who with Diploma/Degrees. Civil, Electrical, Mechanical are being absorbed in various Departments but vacancies for Computer Engineers in particular have never been advertised. Since 2006, not a single Computer Engineer has been recruited and as a reason Computer Engineers are engaged mostly as computer operators or office assistants.
I appeal the Government of Arunachal Pradesh to find a good solution and create job avenues for the Computer engineers.

Truck Driver assaulted, looted
ITANAGAR, Aug 10: All Arunachal Pradesh Public Transport Federation in a release informed that on August 8 near Daporijo at around 7 pm two men forcefully stopped a truck and physically attacked the driver and snatch money from him.
The AAPPTF strongly condemned the barbaric act and demanded for early arrest of the absconded miscreant and also demanded the authority concerned not to release the one miscreant arrested by the Daporijo police.

5 Myanmarese arrested in Tirap
ITANAGAR: Five Myan-
A police team comprising OC Thomas Pertin, SI N.Wangsa, Ct. J.Matey, Ct. T.Chombey
and Ct. L.Bangyang had conducted a naka at 2 mile, Khonsa on that day. During checking
the five Myanmarese nationals were detected from inside an APST bus coming from Wakka
Circle headquarter. On demand by police these Myanmerese nationals could not produce
any documents for entering the Indian territory of Tirap district. So the intruders
were arrested immediately. They have been identified as Angyo Lungpaya-
